This is important because, contrary to conventional discourse, complications and damages caused by climate change have already started to materialize. Background and History

South Pacific island nations are subject to a particular challenge emanating from the process of climate change. Barnett and Campbell note that this is due to “the countries’ high levels of exposure to sea-level rise and extreme events, and assumptions about their susceptibility to damage from those events and their limited adaptive capacity” (2010: 12). They note the danger to the islands’ coastal areas, the possible damage caused through phenomena such as cyclones and tsunamis and the onset of extreme precipitation patterns, causing either droughts or floods. What can perhaps be added to that is the general state of comparatively low economic development in the region as well as the wide dispersion of countries and islands in a vast area of the Pacific. These factors contribute to a special state of increased vulnerability.

The need for a program such as PACC was recognized by the heads of state of the South Pacific island nations as early as 2004, when they met in Auckland to discuss their shared concerns (UNDP Project Document). The rough outlines of PACC were then introduced to national governments by the United Nations Development Program (UNDP) as well as the Secretariat of the Pacific Regional Environment Program (SPREP) (SPREP Project Brief). After going through the application process to obtain financing from the Global Environment Facility (GEF), implementation was initiated in February of 2009, which was scheduled to run for five years.
