In general, outsourcing can be defined as followed: “Outsourcing is work done for a company by another company or people other than the original company's employees. Outsourcing entails purchasing a product or process from an outside supplier rather than producing this product or process in-house.” Outsourcing is seen as a solution to IT problems within the administration which integrates external service provider into the administration process. In comparison to the outsourcing of new tasks or activities, the outsourcing of existing tasks or activities is the basic form of outsourcing; it is the most prevalent in Europe.
