Most States were either established or born into war with the promise of delivering independence to their citizens. The key aspect of attainment of independence was to promote liberty and natural rights. As a result of this, countries are able to maintain the aspect of freedom, established security measures and establishment of military personnel that protect citizens against threats. Governments usually attempt to implement policies that balance security and the civil freedom with regard to the threat at hand.
