The Introduction section sets the context by defining community development and the Constituency Development Fund (CDF) within the framework of Kenyan legislation and economic development. It highlights the varying opinions on the impact of CDF and previews the key themes explored in the paper.
The chapter "CDF for Community Development" examines the positive impacts of CDF on community development. It argues that CDF has helped to address regional imbalances, improve access to healthcare and education, and uphold human rights principles. Specific examples of CDF initiatives are presented, such as the allocation of funds to bursaries and the construction and equipping of health facilities. The chapter also cites the International Economic Agency (IEA) and the Kenya National Commission on Human Rights (KNCHR) as evidence of the positive impact of CDF.
The chapter "CDF against Community Development" explores the potential negative impacts of CDF on community development. The main argument is that CDF can lead to a breach of the separation of powers, reduce government capacity, and potentially lead to duplication and mismanagement of funds. This section discusses the allocation formula of CDF and its potential for political manipulation, as well as the challenges of coordinating development initiatives with existing decentralization funds.
