As project management includes also the tasks of project controlling and quality
management, in large projects these tasks are often assigned to other individuals
than the project manager. This may be also the case if the project manager has no affinity to numbers, given a more technical background or education. The scope of this work is to clarify the responsibilities of the project manager, the project controller and the Quality Manager. Furthermore an analysis and comparison is necessary to determine, if the tasks and responsibilities are clearly defined, delimitated and assigned. This will identify, if there are overlapping areas of responsibility, if there occurs conflict potential within the project team, and which success criteria are necessary to reduce it.

Critical Comparison

After the description of roles and tasks of the PM, the QM and the PC, there is presented that diverse issues are overlapping.

While the project manager has the responsibilities at least for all tasks and issues of the project, including cost and quality related tasks, the QM and the PC have tasks quite similar. The scope of their responsibility will be allocated by the PMR because the definition of responsibilities and work packages belongs to his main task. Planning and establishing of milestones and quality gates and the accordingly checks at the respective date can fall into the responsibilities QM and PC both in equal.

To show the responsibilities and tasks of the participants in the project, a suitable tool is the responsibility matrix also referred to as RACI-matrix. For this tool also names like linear responsibility chart or assignment matrix are common. This matrix can show critical interfaces or overlapping tasks between the participants. The name is derived from the initial letters of the terms Responsible, Accountable, Consulted and Informed. This RACI-matrix is a visual representation of each individual´s role in an organization or process and can help to eliminate misunderstandings in roles and reduce duplications of effort.
