Infrastructure agencies increasingly treat stakeholder engagement as a governance requirement rather than a measurable predictor of delivery outcomes, leaving practitioners with limited quantitative guidance on which engagement practices actually move the needle on project success. This gap is particularly acute in Sub-Saharan African infrastructure programs, where engagement research has relied largely on descriptive or single-case accounts rather than tested predictive models.
This study addresses that gap by modelling the statistical relationship between sustainable stakeholder engagement (SSE) and project success across three World Bank-supported urban road corridors in Rwanda (Huye, Musanze, and Nyarugenge/Kigali). Cross-sectional survey data were collected from 107 respondents, 77 technical stakeholders drawn through stratified proportional sampling from a population of 95, and 30 purposively selected community representatives, and complemented by 34 key-informant interviews. Sustainable stakeholder engagement was operationalized across four dimensions (transparent communication, community engagement and inclusion, environmental responsibility, and long-term relationship building) and entered as predictors of project success in a multiple linear regression model, alongside project size and location as controls.

Large infrastructure programs succeed or stall on the strength of the relationships that surround them at least as much as on the engineering decisions made within them. Yet the empirical literature on stakeholder engagement in infrastructure delivery has been slow to move from description toward prediction. Much of the existing evidence base documents that engagement matters, that communication, consultation, and participation are associated with smoother implementation, without quantifying how much each engagement practice contributes relative to the others, or whether that contribution survives once competing explanations are statistically controlled. This distinction matters for practice: an agency with a fixed engagement budget needs to know which practices carry predictive weight, not simply that engagement in general is desirable.
The statistical gap is compounded by a contextual one. Most quantitative treatments of stakeholder engagement and project performance originate from construction markets in Europe, North America, and parts of Asia, where institutional capacity, regulatory enforcement, and stakeholder literacy differ substantially from those found in donor-funded infrastructure programs in Sub-Saharan Africa. Rwanda's urban road sector offers a useful test case: it combines rapid infrastructure expansion under the Rwanda Urban Development Project and related World Bank-financed corridors with an explicit national policy emphasis on community participation and environmental safeguarding, yet the relationship between specific engagement dimensions and measurable project outcomes has not previously been tested through a multivariate regression framework in this setting.
