Dr. Kapur has produced a magnificent work ‘Insensitive India’ which is remarkably different from some other works on this topic. Unlike earlier works done on this topic, Professor Kapur has covered a detailed account of reasons and causes of the vulnerable situation of India due to disasters and indifferent approach of concerned authorities towards them, specifically, accusing the weak state response and infrastructure that have caused many lives to die that should have not happened.

Further, in the next paragraph the author has said that this blame game is quite prevalent in Indian scenario of coping with disasters. An important point that she has raised is under the sub-title of ‘Blaming and framing nature’. In her words, “The geographical architecture of India is claimed to be crucible that brews the number and variety of disasters’’. India has experienced every type of disasters (Sinha, 1991). She has elaborated how everyone in India tries to put off the responsibility of any mishappening and pick holes in others. The Himalayas is a cause of earthquakes, landslides; Indo-Gangetic plains causing floods, etc. are the excuses adopted by Indian authorities. Dr. Kapur has very ingenuously gathered statements that have been used in explaining the impact of disasters by various departments and the language they used accusing geographical structure of India, for example “India has been traditionally vulnerable to natural disasters on account of its unique geo-climatic conditions”.
